Missouri Course Access and Virtual School Program

Virtual Education Information

 Because virtual instruction can be an effective education option for some students, the district may offer virtual courses to students through district staff or by contracting for those services as part of the district-sponsored curriculum. In addition, eligible students may enroll in virtual courses offered through the Missouri Course Access Program (MOCAP). The district will accept all grades and credits earned through district-sponsored virtual instruction and MOCAP.

 The district will pay the costs of a virtual course only if the district has first approved the student's enrollment in the course as described in Board of Education policy. Even if a student or his or her parents/guardians pay the costs for a virtual course, the student or parents/guardians should meet with the principal or designee prior to enrollment to ensure that the course is consistent with the student's academic and personal goals.

The district is not required to provide students access to or pay for courses beyond the equivalent of full-time enrollment. The district will provide supervision for students who take virtual courses in district facilities but will not provide supervision for students taking virtual courses offsite.

 Students taking courses virtually are subject to district policies, procedures and rules applicable to students enrolled in traditional courses including, but not limited to, the district's discipline code and prohibitions on academic dishonesty, discrimination, harassment, bullying and cyberbullying.

 Student Skills Necessary for Success in Virtual Courses

As part of eligibility for enrollment in virtual courses, school officials and parents/guardians will consider the following factors:

  1. Student has demonstrated time-management skills that indicate the student is capable of submitting assignment and completing course requirements without reminders.

  2. Student has demonstrated persistence in overcoming obstacles and willingness to seek assistance when needed.

  3. Student has demonstrated verbal or written communication skills that would allow the student to succeed in an environment where the instructor may not provide nonverbal cues to support the student’s understanding.

  4. Student has the necessary computer or technical skills to succeed in a virtual course.

  5. Student has access to technology resources to participate in a virtual course.

  6. Consideration of the student’s previous success (or struggle) in virtual coursework.

  7. While accessing the virtual program, each student must physically reside in, and be enrolled* in, the Fort Zumwalt School District in order for the district to assume tuition costs (*Note: students who enroll with a MOCAP provider with a Host become enrolled into the “host” district).

  8. Elementary students, and some middle school students, are still developing learners and will need a parent/guardian available during the school day to assist with the learning process. 

  9. The student has demonstrated previous academic success, either in a virtual program, or as an "in-person" student.

  10. The student has the prerequisites necessary for the requested coursework.

  11. The student course request(s) will meet special education/504 needs. The vendor selected is able to provide the accommodations/modification as defined in the student’s IEP or 504 Plan.

  12. Students are required by Missouri House Bill 1552 to participate in all Missouri state assessments.

 Enrollment Process

Under Missouri House Bill 1552, students may enroll in virtual courses through the Missouri Course Access and Virtual School Program (MOCAP). You can find more information about MOCAP and the providers here: https://mocap.mo.gov/.

Ft. Zumwalt students have three pathways for virtual learning.  Please contact your child's school for more information or to enroll in virtual learning.

  1. Students may enroll in FZ Virtual learning through the Ft. Zumwalt’s preferred provider Launch. Students may register for Launch courses by completing the link below or by contacting your child’s school counselor. More information about Launch can be found here: Launch.

  2. Students may enroll in a MOCAP Provider without a Host. Students wishing to enroll with a MOCAP provider without a host would begin the registration process by completing the link below or by contacting your school counselor. Students enrolled with a MOCAP provider without a host remain enrolled in the Ft. Zumwalt School District. You can visit the MOCAP webpage to learn more.

  3. Students may enroll full-time with a MOCAP Provider with Host. Students enrolling with a MOCAP Provider with Host would first contact the provider directly and complete the “Host” provider’s enrollment process. Once accepted by a “Host” provider, students become unenrolled with the Ft. Zumwalt School district and become enrolled by the “Host” provider’s district. Once the FZ Virtual (Launch) application or application with a MOCAP Provider without a Host has been submitted, a school team (or IEP/504 team) will review the request and hold a “best educational interest” determination meeting.
